James Watt is the first one to use that term in reference to machines. He was an inventor and designer of steam engines during the 18th century. However, he was not selling what he thought was enough of his product so he devised a plan to impress potential buyers with their strength.

After watching ponies working in a coal mine, he figured that a single pony could pull a cart loaded with 33 pounds of coal in a single minute. He related this to the strength of his steam engines in relation to the work they could perform. This measurement is used today to describe the horsepower of modern machines such as the automobile.
